        На брифинга на Комисията за енергийно и водно регулиране (КЕВР) беше представена приетата от Комисията Инструкция за реда и условията за смяна на доставчик на електрическа енергия на клиенти, притежаващи обекти, за които се прилагат стандартизирани товарови профили. Инструкцията, заедно с формулярите, които потребителите следва да попълнят за да сменят своя доставчик, беше публикувана на 29.03.2016 г. на страницата на регулатора. „С приемането на Инструкцията КЕВР изпълни намерението си в началото на април 2016 г. да бъдат изпълнени всички необходими условия, даващи възможност битовите клиенти да избират търговци на електроенергия на свободния пазар.“, подчерта доц. Иванов. Той поясни, че документът дава яснота за процедурата за смяна на доставчика на електроенергия и за сроковете за изпълнение на всяка стъпка. Регламентирани са различните случаи, в които битови и небитови клиенти, без инсталирани електромери за почасово отчитане на електрическа енергия, могат да сменят своя доставчик.
   

      Смяната се администрира от електроразпределителното предприятие, към което са присъединени обектите на клиента. Заявлението за смяна на доставчика се подава от самия клиент или от избрания от него търговец (доставчик), ако е упълномощен с нотариално заверено пълномощно по образец. Смяната става за по-малко от месец. „В случай, че всички подадени документи отговарят на изискванията, електронабдяването от новия доставчик започва от първо число на месеца, следващ подаването на заявлението“, поясни председателят на КЕВР доц. д-р Иван Иванов.

На 31 март стартира националната програма за насърчаване  използването на електрически и хибридни автомобили – т. н. „чисти“ превозни средства, които щадят природата, съобщи на пресконференция министърът на околната среда и  водите Ивелина Василева. Това е първата в България пилотна демонстрационна схема с ресурс от 1 млн.лв.,  реализирана чрез Националния доверителен екофонд (НДЕФ) със средства, получени от ранните продажби на квоти от емисии на парникови газове. Условията за участие са публикувани на страницата на НДЕФ. Информацията ще бъде достъпна и чрез сайтовете на Министерство на околната среда и водите (МОСВ) и на партньорите – Националното сдружение на общините в Република България (НСОРБ).

Бенефициенти могат да са централната администрация, регионалните й подразделения, както и общинските администрации. Целта на схемата e по опростен механизъм да се предостави частично субсидиране при купуването на превозни средства – електрически или хибридни от типа plug-in. Всяка от администрациите може да кандидатства за получаване на частично субсидиране за купуването на не повече от три превозни средства – за електромобил 20 хил. лв., а за хибриден автомобил – 10 хил. лв. Кандидатстването е до 30 май с попълнен формуляр по критерии, зададени от НДЕФ.

Чрез тази програма МОСВ стимулира използването на превозни средства, които в най-малка степен вредят на околната среда. Според коефициентите на евроемисионните стандарти един  дизелов автомобил отделя средно 12, 8 кг емисии въглероден диоксид при 20 хил. км пробег годишно.  Бензиновият отделя средно 46 кг въглероден диоксид при същия годишен пробег. За електромобилите тази цифра е 0. Разчетите показват, че в дългосрочен план електромобилът се оказва 6 пъти по-икономичен. Министър Василева направи сравнение и с разходите за зареждане на един електромобил – 720 лв. за 20 хил. км, а за същия годишен пробег средно разходите за гориво на един конвенционален автомобил е 3150 лв., плюс средно 1000 лв. за масла и консумативи.

Russian Ministry of Energy may increase quotas for construction of solar power plants in the country for the period of 2016-2019, as this segment of renewable energy industry is mostly of interest for investors, according a statement from the deputy Energy Minister of Russia Vyacheslav Kravchenko.
